The Public Works Department’s Pavement Maintenance Program is operated through the Engineering Division which uses a software program to store asset inventories and condition assessment.
Annually, the City Engineer presents a Pavement Maintenance budget to the Governing Body for inclusion in the city’s Capital Improvement Program. In addition, the City Engineer presents the Governing Body with a program overview of the upcoming year’s program. Click here to view a map of the 2009 Pavement Maintenance Program.
The objectives of the program are met through a multi-faceted approach which includes:
• Predicting future pavement conditions based on past deterioration trends
• Determining the optimal time for treatment
• Predicting the impact of the pavement preservation treatments
• Estimating the life-cycle cost
• Determining the remaining service life

The software model provides pavement treatment recommendations based on the Pavement Condition Index (PCI). However, the city’s selection process is based on multiple factors, including cycle and quarter section approach; institutional knowledge; O & M needs; leverage of dollars and shared project; new development impact; and citizen input.
