Economic Development Initiatives Fund
Position:
Support continued and full funding of the Economic Development Initiatives Fund ("EDIF") from lottery proceeds.

Background:
The Legislature created the EDIF in 1986 to promote the retention and expansion of business and industry. The impact for state and local government revenues is significant. The Kansas Department of Commerce and Housing (KDOCH) estimates more than $3.2 million of these funds were expended in Johnson County in fiscal years 2003 and 2004. Every dollar spent is an investment that will pay dividends for Kansas in the form of new jobs, additional tax revenue, and thriving communities. EDIF is funded through the State Gaming Revenues Fund, the state’s repository for lottery and racing revenues and was a key component in passing the lottery legislation. Gaming revenues should continue to be segregated for economic development purposes.
